1: COMPETITOR REGISTRATION
1. GENERAL:
a) All drivers must register to participate in any event sanctioned by OWS with
special consideration given to traveling series that visit OWS.
b) Any driver who is not registered will not be allowed to compete until the
registration form is complete and the proper registration fee is paid in full. Unless special considerations are approved by OWS officials.
No prize money or points will be issued to any unregistered car and or driver.
c) All driver registrations are subject to approval or rejection by OWS. A
registration can only be used by the member to whom it is issued to and any member who allows any person to use or attempt to use his/her
registration in any manner, shall be subject to disciplinary action.
2. DRIVER REGISTRATION:
a) All drivers must be of minimum age as directed and approved by our insurance
provider. This policy may change without notice.
b) If a driver of minor age (up to 17 years of age) is deemed to be a hazard to
him/her self or others by OWS officials, OWS reserves the right to remove said
driver from competition.
c) Any driver may be required at any time to submit to a physical examination
whenever requested by OWS officials.
3. NUMBERS:
a) OWS will assign car (Car/s will refer to both cars and trucks, depending on
said division, throughout this rulebook) numbers through registration by
holding said numbers from the 2007 season with preference given to the 2007
track champions, up until March 1, 2008. After
b) Any driver who requests a number already taken has their choice of affixing
the letter of their first or last initial or an X next to their numbers.
(Example: 24B, B24, 24X, or X24 are all acceptable)
c) Three-digit numbers are permitted. (Example: 113, 116,
222, etc.) A letter may NOT be affixed to a three-digit number. If said
three-digit number is already registered, you must choose another number
subject to OWS approval. No numbers higher than 999 will be allowed under any
circumstances.
d) Numbers may be placed either between the wheels or on the rear quarter
panels. Refer to your division*s rules for height/width specifications.
4. SPECIAL CIRCUMSTANCES RULES:
a) Race nights may occur under extraordinary conditions, subject to special
rulings.
b) Approval of special rulings must be secured from OWS officials and shall be
known to all competitors prior to, or during race night.
c) Drivers that compete in more than one division must be registered in each
class they participate in to receive prize money and points.
d) Any injured or suspended member shall not participate in any event without
approval of OWS officials. OWS has the right to request a doctor*s release at
any time.
2: GENERAL REGULATIONS
a) No intoxicating liquors or controlled substances
are to be consumed before or during race nights by anyone in the pit area. Subject to disciplinary action.
b) OWS officials reserve the right to allow or reject the entry of any person
or car.
c) Before entering the pit area, a release, registration, and entry forms must
be signed by all competitors. Entering the pit area without approval of OWS
officials is prohibited.
d) Verbal or physical abuse of any OWS official is prohibited. Intimidations
through threat or use of physical contact are grounds for ejection and or suspension.
All questions or complaints will be directed to an OWS official after the
completion of all events. Any REGISTERED DRIVER ONLY has the right to be heard
by a OWS official.
e) Cars shall only be driven by registered OWS members in all events except
special events pre-approved by OWS officials. (Such as Mechanics, Powder Puff,
Officials races, etc.)
f) All pit entrants shall appear at track in acceptable attire, including shirt
and shoes. Shorts are allowed in the pit area but at your own risk.
g) The driver assumes and accepts responsibility for the actions of their crew
and may be disqualified, fined, or suspended for improper conduct by their pit
crew.
h) Drivers, car owners, and/or mechanics shall have no claims against or cause
of action for damages, expenses, or otherwise against OWS or it's officials or
promoters by reason of disqualification or damage to either
car, driver, or both.
i) Any car may be inspected by OWS officials at any
time.
j) There will be no dumping of any petroleum products on OWS grounds. Anyone
found dumping petroleum products on any part of the property of OWS will
receive a mandatory suspension.
k) All used tires must be removed from OWS property at the end of each racing
event.
l) There will be no stopping on the racetrack to contest any official decision,
unless they are stopped by an OWS official. Any person stopping on the track
may be disqualified from the race and the rest of that nights
events.
m) Every driver is required to attend the driver's meeting.
n) Any vehicle using anti-freeze will be fined $300.00 and will serve a two (2)
weeks suspension.
o) Slab rentals will be available every Saturday .
Slabs are available on a first come/first serve basis. Slabs may not be
subleased. Wednesday night Test and Tunes will be on a first come/first
serve basis with priority given to teams that have already purchased a slab.
q) All vehicles must pass a noise level test of a maximum 100 decibel at track
side.
r) In the event of threatening weather, OWS officials will make a final
decision by
3: SAFETY REGULATIONS
a) Before any car may take part in a OWS sanctioned
race, it is subject to inspection by OWS officials and again at any time during
the season.
b) It is mandatory that the driver's helmet meet a minimum of Snell 95
standards with SA rating, MA or M are acceptable only with a fire sock. It is
also highly recommended that drivers wear a full face helmet. Drivers must wear
an approved driving suit of fire resistant materials that effectively cover the
body from neck to ankles and wrists. Any holes in driver's uniforms must be
properly patched with approved materials. NO Acceptions!
Inspections will be done on a regular basis. It is also highly recommended that
drivers wear complete full coverage, fire resistant underwear, and fire
resistant driving shoes. Full coverage fire resistant gloves are mandatory. It
is also mandatory that all drivers wear an unaltered safety neck brace (horse collar), A head/neck restraint system (Such as Hans, Hutchins,
etc.) is highly recommended. Window nets with a top mounted
quick release system is mandatory!
c) The head or arm of any driver shall not extend outside the door of a closed
body race car while being driven in any event.
d) Starter must be at his post before any cars are allowed on the track for hot
laps.
e) No race, qualifying, or hot laps shall start unless there is adequate safety
and emergency equipment on the track premises.
f) Only one person shall occupy a car at any time, except with prior approval
from OWS officials. Absolutely no riding on cars.
g) At no time will non-competing members be allowed on
the track, across the track or infield unless approved by OWS officials.
h) Approved roll bar padding is mandatory in all areas reachable by the driver.
i) Aluminum racing seats are mandatory.
j) Drivers must be able to enter or exit out of both window openings.
k) All cars will be equipped with a 3" wide seat belt, two piece shoulder
harness and crotch strap with metal to metal central release. This system must
be in good condition with a three-year maximum dating. Restraint system must be
securely attached to the role cage structure. Upper seat belt mount must be
attached or lap over no less than 1" lower than the cut out in the seat
where the belts come through.
l) An approved head type restraint will be located directly behind drivers head
with driver seated normally.
m) A five (5) pound fire extinguisher is mandatory and must be mounted in
driver's reach and driver must be able to remove if necessary. A 15 lbs.
on-board fire system is highly recommended.
n) Liquid Ballast of any kind is not allowed. Use of mercury or any other
contaminating substance will result in Permanent Suspension from OWS.
4:
a) Only one car per class may be qualified by a driver, unless permission is
secured from OWS officials.
b) Pit Gates will open at
c) When qualifying with your division you will receive two qualifying laps,
preceded by an initial warm-up lap off of pit road. After the initial
qualifying sessions are over, there will be an attempt made (not guaranteed) to
allow for drivers not yet qualified, who will then have the opportunity to do
so, but will be limited to one lap. Absolutely no re-qualifying for ANY reason,
unless special permission is granted by OWS officials! Qualifying will end no
later than
d) Any eligible driver may drive a qualified car. Any eligible driver may
transfer to a second qualified car that has qualified for that race, but must
let OWS officials know prior to doing so. Said driver must start at the rear of
the field in every event for the rest of that night, once the first race of the
night has started, switching of cars is not allowed.
e) Starting position will be determined by qualifying. In rare instances,
point's standings or a random draw will be used. Method used will be agreed
upon by OWS officials and will be brought to the driver's attention before hot
laps are completed.
f) Procedure for lining up events with no time trials (due to inclement weather
or other situations) will be determined by OWS officials and be announced as
soon as the decision has been made.
g) All drivers must be ready to compete in the event in which they are
scheduled. It is the driver's responsibility to report to the staging area/pit
road for his/her event. You will be called for your scheduled race a maximum of
three times. If you fail to line-up after the three calls, you will start your
race at the rear of the field, if at all! At the discretion
of OWS officials. If a driver pulls off the racing surface or returns to
the pit area after the initial starting line up is presented on the speedway,
the driver will start at the rear of the event if they are able to continue.
h) Race may be started at starter's discretion once the drivers have been
signaled to be ready. Disposition of cars not in position shall be at the
discretion of OWS officials.
i) Whenever it becomes dangerous or unsafe to
continue a race within the discretion of the starter or OWS officials, a race
may be stopped or declared final, providing the race has reached the 1/2 way
mark of its scheduled laps to be completed. If the race has not reached 1/2
way, the race will be restarted from the point the race was halted, in the
order the order the field was in when said race was stopped, as soon as
possible.
j) When a race is stopped after the completion of one lap, cars shall line up
in the order in which they were running at the completion of the last full lap.
Except those involved in the mishap if any, and shall start in the rear of
those not involved and in their position according to distance and order in
which they were running at the completion of the last completed lap. Regardless
of number of laps covered! This rule shall apply at all times and in the event
that enough laps have been covered for the race to be called complete, drivers
will be scored and paid on the positions they would have held at a restart.
k) At least the leader shall cover the advertised laps of all races if
possible.
l) The prize money shall be paid to winning drivers in those events at least
1/2 way completed when a race has been halted due to rain or adverse
conditions.
m) When official decision of winning positions is made by a
OWS official in charge, all races shall be considered finished and final.
n) Caution flag laps may count as completed laps as designated. The race will
end on a green flag whenever possible. Procedures regarding
caution laps and ending of race on green to be brought to the driver's
attention before the race.
o) OWS does not abide by the spinner/spinnee rule!
All on track calls are made by spotters in their positions stationed around the
speedway. If a judgment is rendered by said spotter, the decision is final. If
judgment cannot be made by the said spotter, it refers to the starter, followed
by the tower, and lastly the race director. (All calls subject to video review
when available).
p) In order to ensure that the racing program will be completed in a timely
manner, a time limit of one minute per lap will be enforced in all racing
events with the exception of the main features. A race will be declared
officially completed if the event has run a majority of its laps and time has
expired. Every effort will be made to complete all races. Red flag situations
may alter this rule. Drivers will be scored and paid by their restart position.
q) Breakout rule. A leading driver during any event that runs three laps during
the coarse of an event .300 over their qualifying time
is subject to a black flag during the heat races. If this happens during the
main feature, the yellow flag will come out and the driver will be sent to the
rear of the field. (Example: Driver qualifies with a
18.000, his breakout time would be 17.700 or faster.)
r) Heat races for all divisions will be eight 8 laps or eight 8 minutes. B
Mains for all divisions will be 12-15 laps or 12-15 minutes. A-feature laps
will be determined by OWS official's. OWS officials
reserve the right to adjust laps based on car counts when deemed necessary.
s) After main feature events are completed, drivers MUST get out of their car
and be interviewed in winner's circle in front of the grandstands on the
front-stretch.
t) Feature winners from the previous week will start BEHIND the inversion.
u) Plan "B" In case of inclement weather, time issues, major
accident, track problems, any other unforeseen situations or acts of God, OWS
reserves the right to abandon qualifying, and instead draw for racing
positions. In the event of a draw, all drivers in all divisions would draw a
number to place them into a heat race. A certain number of cars will move into
the feature race through their heat race finishes. The number of cars
transferring into the feature will depend on the car count for their class.
This decision is at the OWS discretion. Once the heat races have been finished,
all transferring drivers will draw again for their starting positions in the
feature. All drivers that have not made the feature will also draw again for
their starting positions in their last chance races. Any drivers making the
feature through the last chance race will start at the rear of the feature,
just like a regular racing night. All points and money's awarded will be just
as if we qualified, except for qualifying points and money.
v)
5: POINTS SYSTEM
a) Championship points will be issued at all regular scheduled events at OWS
and at various other special shows announced in advance that they will be
points races. Any discrepancy in points must be brought to the attention of the
official in charge of scoring within a three (3) day period following the event
in question.
b) To receive championship points and prize money for an event, a driver and
car must take the green flag at the start of the race and completely cross the
start/finish line. Any driver that pulls into the pits after taking the green
flag without proving mechanical failure will not get start money or points!
c) All prize money in the event of a tie, in any scheduled event, shall be
pooled together and divided evenly between the tied drivers.
d) OWS is the sole authority in establishing rules and regulations for the
awarding of point's and trophies. All decisions by OWS officials in
establishing and awarding the point's shall be final.
e) Any postponed race, if rescheduled, shall be run on the same season points total.
f) Any tie in points for the championship or any other position at the end of
the scheduled season shall be determined as follows:
1. Most feature victories
2. Events entered and competed in by driver
3. Average finishing position in feature races
4. Preliminary race wins
5. Most fast times
6. Average qualifying position
g) Points payoff:
Points for Qualifying: 1st: 10 points. 2nd 8, 3rd 7, 4th
6, 5th 5, 6th 4, 7th 3, 8th 2, 9th-? 1 point. NOTE: If a driver shows up on designated race days and for
mechanical reasons does not compete, he will receive 5 show
up points.
Points for Heat races or any special preliminary event (Example Dashes,
Australian Pursuits, etc.): 1st: 8 points, 2nd: 6, 3rd: 5, 4th: 4, 5th 3, 6th
2. 7th-? 1 point.
Points for B Mains: 1st-4th Transfer to Feature/0 points. 5th-?
5 points.
Points for A Features: 1st: 20 points, 2nd: 18, 3rd: 16, 4th: 14, 5th: 12, 6th:
11, 7th: 10, 8th: 9, 9th: 8, 10th: 7, 11th: 6, 12th: 5, 13th: 4, 14th:
3, 15th-? 2 points.
h) The top 16 qualifiers will be locked into A Feature. Every car on hand will
race at least twice, with a minimum of a Heat and B Main OR A
Feature. If one B Main is run, the top four (4) will transfer to the A feature.
In the event a second B Main is necessary, the top two (2) in each B Main will
transfer to the A feature. OWS reserves the right for upwards of two additional
promoter's options. Depending on the number of cars, OWS officials may elect to
lock all competitors into the feature.
i) On designated nights, OWS officials may elect to
award equal points to all drivers who participate in special invitational
events. Show-up points only, in the amount of 15 points, will be awarded to
drivers on said designated nights. No regular points will be rewarded on those
designated nights only. (Examples: Preseason Preview, special event nights for
featured division ONLY! .
6: SPECIAL CONSIDERATIONS
Wednesday Night and Special Event Test and Tunes
a) Test and Tunes will be open to any and all divisions throughout the 2008
season. They will be held every Wednesday night from Mid-April to
Mid-September. Pit Gates will be open at
Miscellaneous Rules
a) No open fires or charcoal grills allowed in the pits. Gas grills only, may
be used for cookouts.
b) Minor deviations from these rules is left to the
discretion of the head tech inspector and management of OWS.
c) Any car is subject to inspection at any time during the racing program.
d) All rules and regulations in the OWS rule book are subject to interpretation
by OWS officials in charge.
e) No driver shall stop and or get out of his car on the racing surface to
settle a grievance with track officials or any other driver. Doing so may
result in suspension from all race track property with the car for up to four
(4) weeks from competition at OWS at the discretion of OWS
officials/management.
f) Excessive speed on any part of OWS property other than racing surface is
prohibited. Any car determined to be speeding by track officials will be
subject to disqualification, point loss, fine and/or suspension from all race
track property.
g) Spectator Drags rules. Any passenger vehicle is
welcome providing they retain with them a valid drivers license, current proof
of registration,
7: PRIZE MONEY
a) A guaranteed purse shall be posted for all
contested OWS races.
b) The decision of establishing the amount of the prize money shall be made
solely by the senior OWS officials.
c) The driver shall receive all race money payable in race competition unless
other arrangements have previously been made. Any prize money not picked up on
race night can be mailed on the following Monday or picked up the following
week. The OWS official in charge shall distribute the prize money. This shall
apply to all divisions.
d) Driver money will be paid and reported on a 1099 tax form individually
unless prior letter is on file to have all money paid and charged to another
tax ID number.
8: PIT PASS LIABILITY
a) Each OWS member, with a competitor or pit pass and who has signed the
release sheet for the race for which the competitor or pit pass is issued takes full responsability for any damages to person or property. If he/she is accidentally injured as
the result of extreme violent and visible means while participating in said
race, all competitors in OWS events agree not to hold OWS liable for any injuries sustained on race track property.
b) No competitor will be allowed in the pit area until he/she has secured a
competitor or pit pass and signed the release sheet for that particular race
event.
c) Competitor or pit passes are not transferable and may not be signed by
anyone except to the person whom it is issued.
d) Any OWS member involved in an accident while on the racing premises and does
not report to a OWS official in charge of the event
before leaving the premises (providing such member is able to make such a
report) will not be eligible for insurance prescribed under the insurance plan.
If anyone refuses treatment or check up, all claims on OWS insurance are
voided.
e) Any driver involved in an "on-track" accident in which the car
needs to be towed off, will be checked by saftey or rescue personnel.
f) Insurance benefits are not available to any person injured in any way at OWS.
9: OFFICIAL
a) Any driver who does not obey the flag rules and/or lights will be subject to
disqualification:
GREEN: Start race
YELLOW: Caution, go slow and hold position
RED: Danger, slow down and come to a complete stop as soon as safely possible.
Race stopped
BLACK: Pull off track for consultation
WHITE: One lap to go
CHECKERED: End of race
b) SPECIAL FLAGS: Special Flags may be used at discretion of starter and
officials, but must be fully explained to all drivers before the race starts.
c) GREEN
d) PASSING
e) YELLOW
f) RED
g) BLACK
h) WHITE

10:
PENALTIES
a) Violation of any OWS rule or regulation may result in disqualification,
suspension from all race track property, fine, and/or ejection.
b) Failure to sign a release and registration form by driver, car owner or
mechanics/crew automatically disqualifies them and forfeits all prize money and
points in the race.
c) Any driver, car owner or crew member and/or car may be expelled from the pit
area and competition while under suspension from all race track property and/or
fine.
d) Any driver, car owner or mechanic/crew that takes part in any demonstration
or fights on the track, in the pits or surrounding premises, before, during, or
after a race shall be subject to suspension from all race track property and/or
fine.
e) Until suspension is lifted, the car with which the suspended member is
registered may be suspended at official's determination.
f) Any driver, car owner or mechanic/crew who fails to notify OWS officials of
any change of driver or permits a car to be driven on a race night by an
unregistered person shall be subject to suspension from all race track property
and/or fine, or ejection.
g) Actions of OWS members considered detrimental to OWS shall be subject to
suspension from all race track property and/or fine or ejection.
h) Abuse, assault, or threat to do bodily injury by any driver, car owner, or
mechanic/crew to any OWS official person serving under their orders shall be
grounds for suspension from all race track property and/or fine, loss of
points, and prize money for that night, without refund!
I) The use of anti-freeze is prohibited for all
classes. Any vehicles determined to be using anti-freeze will be fined $300.00
and will serve a two (2) weeks suspension.
j) OWS procedures prevail for penalty of prize money and championship points
regarding post race inspection and official finishing position:
1. Any and all championship points and winnings earned in race are to be
forfeited.
2. A disqualified car and driver's prize money to be placed in year end banquet
and trophy fund.
3. No prize money will be transferred to another car/truck or driver.
4. Points only will be transferred to the next driver down in the finishing
order.
k) Any penalties or suspensions imposed at any MSPA member track will be upheld
by OWS.
l) Anyone caught in the pit are without a wrist band will be ejected
immediately. At OWS discretion, car and crew may also be ejected for that night
with a possible extended suspension!
11:
APPEALS
a) Right of appeal is hereby given to any OWS member who has been suspended for
any infraction of rules, regulations or specifications of OWS.
b) Such appeals must be made within five (5) days after notification and shall
be made in writing to the OWS offices: (Refer to addresses on opening page).
c) OWS offices shall deal with appeals in the order they were received.
d) Hearings shall be heard at the OWS offices in such a manner and at such time
after filing within the discretion of OWS appointed Appeals Board and all video
provided.
e) Decisions made by OWS officials on appeals shall be final.
12: GENERAL PROTESTS
a) Protests for alleged violations or infraction of rules, regulations and/or
specifications as covered in the rules must be filed within 15 minutes of the
completion of a feature race.
b) Scoring of a race is subject to a protest only with
video tape clearly showing an error inadvertently made by the OWS Scorers.
c) Protests of any nature must be accompanied by a $100.00 cash bond and within
the time period as specified in rules for each division and in writing.
d) When one wishes to file a protest, not pertaining to any particular race,
the same must be in writing and filed with the OWS offices and accompanied by a
cash bond of $100.00. Protests of point computation must be accompanied by
$50.00 cash bond.
e) When a protest is upheld by the OWS office, the bond will be inserted into
the banquet and trophy fund. If protesting party is correct, they receive the
money except as noted.
f) OWS officials shall set up rules and regulations of protests.
g) Any person whom protest is lodged shall have the right to file answers to
the charges.
h) Decisions by OWS executive committee members, race director, and/or tech
inspector will be final on any and all protests.
I) Any and all cars will be subject to inspections
before, during, and after the races.
j) OWS reserves the right to impound any car for inspection purposes. Refusal
to comply with this request may end in the expulsion of car, driver and owner
or any of the three, or fine and/or penalty.
k) OWS reserves the right to confiscate any part and/or equipment thought to be
illegally used or found during the inspection. Refusal of driver and/or car
owner to turn over said illegal parts to OWS officials may result in suspension
for the rest of the racing season and the loss of all points from the beginning
of the season to current.
l) If a car does not arrive at the track by the time qualification ends, every
attempt will be made to place that car in the show. OWS reserves the right to
refuse that car owner and/or driver from competition for the event.
13: INSPECTIONS
Each car must be prepared to pass a rigid safety
committee inspection before it will be permitted to compete. Anything not
covered by the rule book or technical bulletins/newsletters must be submitted
to OWS thirty (30) days prior to intended use for interpretation and/or
approval. Technical bulletins prevail when any discrepancies exist between rule
book and technical bulletins/newsletters issued after rule book printing.
a) OWS officials in charge of race events shall determine the method and type
of car inspection, number of cars to be inspected, and reserves the right to
impound car competing in the sanctioned race.
b) OWS officials assume no responsibility for impounded cars, parts, engines,
etc.
c) OWS reserves the right to set up an isolated inspection area and limit
access to the driver and one (1) crew member of the vehicle being inspected.
d) At no time will any driver, owner, or pit crew member approach the scale
computer without the permission from OWS officials. Anyone ignoring this
regulation may be subject to disqualification and/or fine.
e) Weight may be added for minor rule variances for a period of one (1) week
only.
f) All measurements and weights will be taken with driver strapped in seat in
the upright position as if race ready.
14: COMPETITOR CONDUCT
a) Misconduct related to verbal or physically abusive behavior is prohibited.
This may include but is not limited to intimidation, obscene profanity/actions,
inciting a fight, berating of another individual, fighting, threats, or
physical harm. Disregard of this rule will ultimately result in suspension from
all race track property.
b) In the event an issue should arise and a driver or a crew member is in
someone else's pit area the driver will be held accountable. The best practice
is to stay in your own pit area if you think there may be a potential for a
problem.
c) The driver is responsible for the actions of his/her pit crew, owners and
family.
